Table of contentsThis study identifies fields for action and instruments of industrial policy and evaluates them regarding to their applicability to an ecological industrial policy (Ökologische Industriepolitik) in Germany. The results are derived from case studies about industrial policy related approaches in Ireland (IKT), Japan (high-speed trains), Finland (telecommunications) and the USA (biotechnology). The case studies are an effort to reconstruct initial conditions and needs for policies to aid innovation processes. Important factors are the advancement of infrastructure, R&D and qualification of the workforce, the necessity of providing of effective innovation systems as well as the importance of innovation clusters. Industrial policy typically addresses a variety of actors with a broad range of instrument, is long term oriented and is implemented and developed by different resorts and on different levels of the political system. A successful policy must address all phases of innovation processes. Especially examples for demand side innovation policies that can support the market launch of new technologies and especially green technologies can be deduced from the case studies.
